Rounding to the nearest half point loses about 0.25 pp of information in the worst case, which is inside the expanded uncertainty of the measurement anyway. The information loss is real and small.
The index publishes the declared figure and the measured figure side by side and does not adjudicate between them. Both are on this page and the difference is stated rather than characterised.
A supplier that reports 98.5 and 99.0 across a catalogue is quantising. A supplier that reports 98.5 on every lot of every compound would be doing something else, and that pattern does not occur in this index.
